  15. <p>    Losing Isn't Everything. When Pennsylvania Senator John
  16. Heinz was invited to take on the nation's First Tennis Player
  17. in a doubles match at the White House, his staff advised, "Let
  18. him win." Heinz, however, has too much pride in his game to roll
  19. over. He and his partner, TV producer Dorrance Smith, wiped out
  20. the President and aide David Bates in straight sets. The score
  21. is a state secret. So is the answer to the question Will Heinz
  22. be invited back?

  24. <p>    Civil Struggle. Why did the N.A.A.C.P.'s executive
  25. committee come out against the President's choice to head the
  26. Justice Department's civil rights division? Some N.A.A.C.P.
  27. board members say the opposition has less to do with the
  28. qualifications of William Lucas, the first black to run for
  29. Governor of Michigan, than with Detroit Mayor Coleman Young.
  30. Young has never forgiven Lucas for switching from the Democratic
  31. Party to the G.O.P. in 1985. And Young dominates the N.A.A.C.P.
  32. Detroit branch, which set the stage for the executive
  33. committee's stand by voting to oppose Lucas. Dissident board
  34. members are trying to force a vote by the N.A.A.C.P.'s full
  35. 65-member board to overrule the committee and endorse Lucas.

  37. <p>    A Friend In Need. Congressman Donald ("Buz") Lukens, Ohio
  38. Republican, is facing the sort of scandal that could destroy a
  39. politician's career: he is accused of having sex with a
  40. 16-year-old girl. But G.O.P. heavyweights are still in Lukens'
  41. corner. At a $100-a-head reception last week, party loyalists,
  42. including Ed Rollins and Charles Black, collected $10,000 for
  43. Lukens' defense. His trial begins later this month.

  45. <p>    Quayle Droppings. Upon landing in Pago Pago last week, the
  46. Vice President remarked to a crowd of Samoans, "Happy campers
  47. you are, happy campers you have been, and happy campers you will
  48. always be." At a recent Belgian-embassy reception in Washington
  49. he declared, perhaps with tongue in cheek, "I was recently on
  50. a tour of Latin America, and the only regret I have was that I
  51. didn't study Latin harder in school so I could converse with
  52. those people."
